Manuscript Withdrawal

Authors are not allowed to withdraw manuscripts that have been submitted, because such withdrawals are a waste of valuable resources so editors spend a lot of time processing submitted manuscripts. However, the withdrawal of the article by the author is still permitted, if it turns out that the author knows that the article has been published elsewhere. The editor also has the right to withdraw articles that have not yet been published or have been published, if it is known that the article has been published elsewhere. Due to this incident, the editor has the right to impose sanctions on the author, namely not accepting/postponing the publication of articles written as chairpersons, or members of the authors.
