Abstract

Exchange with village areas or Village treasury land exchange is an activity to exchange village
assets in the form of state, and village regulations with those who need land owned by the land. In
this activity, the exchanged state can be used for public purposes in the public interest or for two
allocations. Exchange of village property and public interests. One of them occurred during
village regulations with the Karanganyar Regency Government, Wanorejo district in
Karanganyar Regency, and replaced village property land with freehold land. The aim of this
paper is to investigate how the implementation of rolling exchange (Ruislag) in the village
financial area will be affected by the Solo - Mantigan toll road project. As well as a study of state
legal certainty to replace the Ministry of Finance in Wollogero village. This type of study is an
empirical legal study because it is carried out by storing primary data and analyzing it in
accordance with applicable legal provisions. The study location is located in the office of the head
of Wonorejo Village, Gondangrejo District, Karanganyar Regency. The data sources used are
primary, secondary and tertiary legal documents. Data collection techniques were carried out
using field studies and literature studies on the Regulation of the Minister of Home Affairs of the
Republic of Indonesia Number 3 of 2024 concerning Amendments to Regulation of the Minister
of Home Affairs Number 1 of 2016 concerning Village Asset Management. The data analysis
method was carried out qualitatively. The results of the research concluded that the
implementation of the rolling exchange (Ruislag) was in accordance with the Regulation of the
Minister of Home Affairs of the Republic of Indonesia Number 3 of 2024 concerning
Amendments to Regulation of the Minister of Home Affairs Number 1 of 2016 concerning
Management of Village Assets. The village rules as the owner of the right to use the village state,
but they receive the advantages and disadvantages of considerable compensation benefits. Village
regulations suffer losses, wait, wait one year for compensation and are not covered for standby
costs.
