PENERAPAN TATA KEPEMERINTAHAN YANG BAIK DALAM PENYELENGGARAAN PENGADAAN BARANG DAN JASA PEMERINTAH KOTA BAUBAU
Abstrak
The writing of this thesis is limited to the scope of the application of
good governance in the procurement of goods and services at the Baubau City
Government. The formulation of the problem is how to apply good governance in
the procurement of goods and services at the Baubau City Government, what
obstacles are faced, and the efforts made to overcome these obstacles. Writing this
thesis aims to describe how the implementation of good governance in the
procurement of goods and services at the Baubau City Government, what
obstacles are faced, and the efforts made to overcome these obstacles. The writing
of this thesis uses an empirical juridical approach, with research specifications
including analytical descriptive research. The type of data used is secondary data
in the form of documentation and narrative, with data collection using literature
studies and documentary studies, as well as empirical qualitative data analysis.
Procurement of goods and services at the Baubau City Government is
based on Presidential Regulation Number 16 of 2018 concerning Government
Procurement of Goods and Services, which is followed up by the Baubau Mayor
Regulation. The application of the principles of good governance in the
procurement of goods and services at the Baubau City Government has not been
carried out properly, due to overlapping legal frameworks for procurement,
regulations governing various aspects of government procurement which are a
source of confusion, unclear interpretation, and gaps between basic policies and
their implementation, limited human resources, facilities and infrastructure that
cannot support government procurement properly. In an effort to realize good
government procurement, the Baubau City Government carries out several
program activities, namely, improving the quality of human resources,
determining the budget for goods and services procurement activities based on
performance measures, improving technology and information facilities and
infrastructure that support the implementation of E-Procurement services.
