The Partnership and Community Development Program (PKBL) is a
program to improve the ability of small businesses to become resilient
and independent through the use of funds from the profits of state-owned
enterprises (BUMN). The obligation for BUMN is stated in the Minister
of State-Owned Enterprises Regulation Number 05 / MBU / 2007 where
BUMN are required to set aside 2% of their net profit for PKBL. This
study wants to describe how the implementation of PKBL PT. Telkom
Indonesia, Tbk Regional Division V East Java Regional Office of
Telecommunications (Kandatel) West Surabaya in Weaving Glove
Industry in Wedani Village, Cerme District, Gresik Regency, East Java.
The methodology of this research is qualitative descriptive. The analysis
of this study using the Merille S. Grindle policy implementation model
includes process factors, achievement of policy objectives, public
support, resources, communication, implementer programs and
compliance-responsibility. The loan process runs smoothly because the
fostered partners can fulfill the specified requirements but in the process
of repayment the installments are not running smoothly. PKBL has
succeeded in achieving its stated goals despite its success varies among
the fostered partners. Public support is shown by the number of fostered
partners applying for capital loans with consideration of low interest,
flexible requirements and there are various programs to help them
succeed in achieving their business goals. Resources from PT. Telkom
has worked optimally because it has carried out socialization, assistance,
monitoring and guidance so that a maximum of 100 million loans are
sufficiently absorbed by the trained partners with a variety of loans.
Communication has been carried out continuously to obtain measures of
achievement of results and levels of satisfaction. The implementation program continues to be carried out quite a lot, not only soft loan
assistance, but also followed by online marketing techniques, training on
website marketing for woven sarong products, and facilitating
participation in home industry product craft exhibitions, management of
woven glove cooperatives in Wedani village, and internet network
installation. . For compliance and response factors, the assisted partners
in general have carried out all obligations even though they cannot be
maximized and still need to be improved in the future.
