Abstract

Background: The problem of implementing cooperation agreements between government internal supervisory officials and law enforcement officials can arise in response to various challenges and complexities faced by government entities. Some factors that may be behind it involve the need to increase transparency, accountability and effectiveness in carrying out their duties

The aim of this research is to determine the implementation and obstacles in the 2018-2023 collaboration agreement between internal government supervisory officers and law enforcement officials in the Madiun Regency government.

The research method with a sociological juridical approach emphasizes research that aims to gain legal knowledge empirically by going directly to the object, in this case, namely to find out the implementation and obstacles in the cooperation agreement between internal government supervisory officers and law enforcement officers in 2018-2023 in the Madiun Regency government.

The research results show that the Inspectorate is responsible for carrying out the contents of the APH and APIH agreements. Namely, carrying out investigative audits on public complaints indicating abuse of authority and criminal acts of corruption, being obliged to exchange data and/or information with law enforcement officials, increasing human resource capacity to support the implementation of the contents of the APIP APH cooperation agreement, and formulating standards. operational procedures as the basis for implementing the APIP and APH Cooperation Agreement. Obstacles in implementing the 2018-2023 APIH APH collaboration at the Madiun Regency Government Inspectorate are:  The Inspectorate faces the Madiun Regency Inspectorate facing limited human resources, technology and budget to optimally implement the APIP APH cooperation agreement. The Madiun Regency Inspectorate as the Government's Internal Supervisory Apparatus does not have a strong legal standing and is equal to the Law Enforcement Apparatus in implementing the contents of the APIP APH Agreement. The lack of a strong legal ecosystem and culture at the Madiun Regency Inspectorate has made the implementation of the APIP APH cooperation agreement lose its substance and spirit.
