Abstract

The purpose of this study is to review and analyze the implementation of land
registration systematically complete based on the Regulation of the Minister of Agrarian
affairs and Spatial Planning / Head of the National Land Agency Number 6 of 2018 at
the Karanganyar Regency Land Office. Reviewing and analyzing obstacles in the
implementation of land registration systematically complete based on the Regulation of
the Minister of Agrarian Affairs and Spatial Planning / Head of the National Land
Agency Number 6 of 2018 at the Karanganyar Regency Land Office.The implementation
of PTSL in Karanganyar Regency is an activity that aims to provide certainty and legal
protection to the community. PTSL is an activity that is carried out systematically,
meaning that the first registration activity is carried out simultaneously which includes
all land registration objects that have not been registered in the area or part of the area of
a village / kelurahan.The method of approach in writing is sociological juridical. The
specifics of this study used descriptive analytics. The data source uses primary data and
skunder data. Data collection techniques use interview studies and documentation. To
analyze the data, researchers use qualitative descriptive analysis methods.
The implementation of the Complete Systematic Land Registration (PTSL) is
one of the government's activities in the field of land registration in the form of mass
certification in order to help all groups, especially the middle and low economic groups.
The PTSL program will be carried out regularly every year, where most of the sources
of funds are borne by the Government, and the stages in the implementation of PTSL in
Karanganyar Regency can run well and have been implemented in accordance with the
applicable provisions in the Regulation of the Minister of Agrarian affairs and Spatial
Planning / Head of the National Land Agency of the Republic of Indonesia Number 6 of
2018 concerning the Acceleration of Complete Systematic Land Registration. This
success rate is shown through the implementation period of 1 year of the working budget,
as well as the issuance of 100% of land plot certificates registered in the PTSL program.
Factors that are obstacles in the implementation of PTSL in Karanganyar Regency
include: 1) The level of community education is still very low, causing not all
components of the community to understand and have a quick response related to the
implementation of PTSL. 2) PTSL applicants are difficult to present during measurement
activities due to some busyness. 3) The petitioner did not install the boundary sign for
several reasons, whether it was because there was no proper time or there was still a
dispute with the adjacent landowner, this caused a delay in the implementation activities.
4) Completeness of collection of administrative requirements by the petitioners.
