PELAKSANAAN PENGUKURAN ULANG BATAS TANAH DALAM RANGKA PENGEMBALIAN BATAS KEPEMILIKAN BIDANG TANAH DI KANTOR PERTANAHAN KABUPATEN KARANGANYAR TAHUN 2018-2021

Abstract

The purpose of this study is to review and analyze the implementation of remeasuring
land ownership boundaries in order to restore land plot boundaries at the
Karanganyar Regency Land Office. Reviewing and analyzing the obstacles that
occur in the implementation of re-measuring land ownership boundaries in order to
restore land plot boundaries at the Karanganyar Regency Land Office.Every
landowner is required to install and maintain the boundary signs of his land plot,
because the boundary sign serves, among other things, to prevent disputes or
disputes in the future, by installing land boundary signs, landowners and bordering
neighbors can clearly know the boundaries of their land plots.The method of
approach in writing is sociological juridical. The specifics of this study used
descriptive analytics. The data source uses primary data and skunder data. Data
collection techniques use interview studies and documentation. To analyze the data,
researchers use qualitative descriptive analysis methods.
The implementation of the re-measurement of the land ownership limit in
order to restore the boundary of the land plot at the Karanganyar Regency Land
Office is carried out based on the application. The landowner or power of attorney
submits an application to the Karanganyar Regency Land Office by paying the fee
according to the PNBP. Then based on the application, a measurement task letter is
made and the measuring officer who is given a task letter makes a measurement
schedule with the applicant. In carrying out their duties, the measuring officer
carrying out the measurement of the return of the boundary of the land plot must be
carried out in accordance with the measuring data recorded in the measuring figure
archive. This re-measurement is carried out with the consideration of providing
legal certainty and legal protection of the object of land rights. Legal certainty
regarding the object of land rights is certainty regarding location, boundaries, and
area. The obstacles that occur in the implementation of the re-measurement of land
ownership boundaries in order to restore the boundaries of land plots at the
Karanganyar Regency Land Office are: 1) Obstacles from the Karanganyar
Regency Land Office, namely the archive of measuring drawings, measurement
data in the measuring drawing archives are incomplete, and the lack of measuring
officers. 2) The obstacles of the community i.e. the busyness of the landowner and
the bordering neighbors to arrange the schedule for the implementation of the
measurement, the petitioner could not show the limit of land ownership. 3)
Obstacles in the field, namely changes in physical conditions and soil boundaries
in the field.
