PENERAPAN DISIPLIN APARATUR SIPIL NEGARA PADA BADAN KEPEGAWAIAN DAN PENGEMBANGAN SUMBER DAYA MANUSIA (BKPSDM) PEMERINTAH KOTA BAUBAU

Abstract

The aims of this study are (1) to analyze the application of the
discipline of the State Civil Apparatus at the Agency for Personnel and Human
Resources Development (BKPSDM) of the Baubau City Government. (2) To find
out what are the obstacles in implementing the discipline of the State Civil
Apparatus at the Agency for Personnel and Human Resources Development
(BKPSDM) of the Baubau City Government. the use of excess funds from the
Budget Calculation (SiLPA).
The research method used is by using a qualitative approach, sourced
from primary data and secondary data and data collection techniques used are by
conducting observations, interviews and document analysis.
The results showed that the application of the discipline of the State
Civil Apparatus at the Agency for Personnel and Human Resources Development
(BKPSDM) of the Baubau City Government has been implemented since
Government Regulation Number 94 of 2021 concerning Discipline of Civil
Servants was issued. In its application there are still frequent violations of
discipline in the general section, especially in punctuality, there are still many
employees who do not arrive on time, and are outside the office during working
hours not because of the service, and the success of implementing the discipline of
the State Civil Apparatus at the Agency for Personnel and Resources
Development has not been optimal. Human Resources (BKPSDM) of the Baubau
City Government because Government Regulation Number 94 of 2021
concerning Civil Servant Discipline is a regulation that is difficult to implement,
because the target of this policy is to change a person's behavior to be disciplined
in carrying out regulations.
