(Studi Kasus di Balai Pemasyarakatan Kelas II Klaten)

Abstract

The purpose of this study is to review and analyze the implementation of
Government Regulation In lieu of Law No. 1 of 2020 on State Financial Policy and
Financial System Stability for handling the Covid-19 Pandemic in Class II Klaten
Correctional Center. Reviewing and analyzing what obstacles occurred in the
implementation of Government Regulation In lieu of Law No. 1 of 2020 on State
Financial Policy and Financial System Stability for the Handling of the Covid-19
Pandemic in Class II Klaten Correctional Center.
To deal with the impact of Covid-19, the government immediately took an
important step by issuing a Government Regulation in Lieu of the Law of the Republic
of Indonesia (Perppu) No. 1 of 2020. In perppu explained that there are changes to the
budget deficit limit, regulations on tax incentives and facilities for the business world,
as well as alternative sources of funding for the state budget.
The method of approach in this writing is sociological juridical. The
specifications of this study use descriptive. Data sources use primary data and skunder
data. Data collection techniques use interview studies and document studies. To
analyze the data, researchers use qualitative descriptive analysis methods.
Implementation of Government Regulation In lieu of Law No. 1 of 2020 on State
Financial Policy and Financial System Stability for Handling the Covid-19 Pandemic
in Class II Klaten Correctional Center is as follows: The communication process is
carried out by socializing in a tiered manner less effectively, because staff employees
who do not participate in socialization so as not to understand the content of the
regulation. The aspect of resources in is good, it can be seen from the number of
employees of Bapas Class II Klaten which is sufficient, which is as many as 36 people,
the level of education of high employees is the average educated S1 and S2. Aspects
of the disposition or attitude of Class II Klaten Fathers in the implementation of
Government Regulation In lieu of Law No. 1 of 2020 are good, where the employees
of Bapas Class II Klaten receive and carry out government regulations as well as
possible. Aspects of the bureaucratic structure are good, where Bapas Class II Klaten
already has an organizational structure and the division of duties and authorities of each
employee. The obstacles that occurred in the implementation of Government
Regulation In lieu of Law No. 1 of 2020 on State Financial Policy and Financial System
Stability for Handling the Covid-19 Pandemic in Class II Klaten Correctional Center
are the existence of some employees who have not mastered information technology.
