PELAKSANAAN KEWENANGAN PENGAWASAN DINAS PERINDUSTRIAN, PERDAGANGAN, KOPERASI, USAHA MIKRO, KECIL DAN MENENGAH KABUPATEN KARANGANYAR TERHADAP SISTEM ALIH DAYA DI KABUPATEN KARANGANYAR BERDASARKAN UNDANG-UNDANG KETENAGAKERJAAN
Abstract
This study aims to determine the condition of labor inspection in
Karanganyar Regency by the Department of Industry, Trade, Cooperatives,
Micro, Small and Medium Enterprises of Karanganyar Regency, especially to
determine the outsourcing system; There are still problems that occur, including
the absence of social security, wages below the UMK and the placement of
outsourced workers that are not in accordance with the laws and regulations,
making outsourced workers lose their basic rights. This method of writing
scientific papers uses legal writing. juridical-empirical, with interviews and
direct field reviews.
The results of the writing indicate that: First, second, efforts to optimize
the supervision of outsourcing systems that are oriented towards Outsourcing
Worker Rights can be carried out through integrated labor law enforcement with
qualified human resources and facilities from the Related Services. Supervision
of the outsourcing system must emphasize protection (to protect), to fulfill, and
to respect (to be more optimal). Therefore, it requires concrete steps in labor law
enforcement. One of them is by receiving and following up complaints that are
centralized in the Department of Industry, Trade, Cooperatives, Micro, Small
and Medium Enterprises, Karanganyar Regency against the Outsourcing System
in Karanganyar Regency.
