PERAN PEMBIMBING KEMASYARAKATAN DALAM PEMBIMBINGAN KLIEN PEMBEBASAN BERSYARAT TINDAK PIDANA NARKOTIKA DI BALAI PEMASYARAKATAN KELAS II KLATEN

Abstract

The purpose of this research was to analyse the role of the Community
advisers in the development of a parole client for narcotics criminal proceedings at
Balai Pemasyarakatan Kelas II Klaten. Analysing the constraints faced by the public
tutoring on the parole client's supervision of a narcotics criminal act in Balai
Pemasyarakatan Kelas II Klaten.
The method of approach in writing is sociological juridical. The specification
of this research uses analytical descriptive. Data sources use primary data and
skunder data. Data collection techniques using interview studies, Focus Group
Discussion and observation. To analyze the data, researchers use qualitative
descriptive analysis methods.
Based on the results of the study came the conclusion that the role of the
Community adviser in the parole of the conditional liberation client of narcotics in
Balai Pemasyarakatan Kelas II Klaten is implemented by the way the guiding Officer
comes directly to the residence of child clients or commonly referred However, the
implementation of the program provided by the Bapas Klaten has not been effective
as well as the guidance of work skills and work training for clients. This can be seen
from a limited budget and infrastructure from the Balai Pemasyarakatan Kelas II
Klaten the less. The constraints faced by the public tutoring on the guidance of a
conditional exemption of narcotics criminal offence in the Balai Pemasyarakatan
Kelas II Klaten are limited to the number of Klaten's Correctional hall personnel, the
low willingness of the correctional clients to follow the guidance, limited
infrastructure, lack of family support and limited costs or finances.
