PENEGAKAN HUKUM PERATURAN DAERAH KOTA SURAKARTA NOMOR 3 TAHUN 2010 TENTANG PENGELOLAAN SAMPAH

Abstract

This study aims to determine the law enforcement against garbage dumpers
in the city of Surakarta and the obstacles encountered in implementing the Surakarta
City Regulation Number 3 of 2010 concerning Waste Management. The behavior of
the community which is considered to damage the environment. Unclean
environmental conditions due to improper handling of waste will have an impact on
the social life of the community. In addition there are cultural values and regional
traditions that contain values of environmental preservation need to be maintained,
fostered and developed to support sustainable development. Awareness and
responsibility of the whole community regarding the importance of environmental
functions. This study describes the implementation of law enforcement Regional
Regulation Number 3 of 2010 concerning Waste Management in the City of
Surakarta and the Obstacles encountered in implementing Local Regulation Number
3 of 2010 concerning Waste Management in the City of Surakart.
In this study the authors used a type of Empirical Juridical research that is
research based on facts that exist in society. The technique used in data collection
was interviewing the Civil Service Police informants.
The results showed that (1) Law Enforcement against the perpetrators of
littering in Surakarta City was carried out by Satpol PP Surakarta City through a brief
inspection. (2) The inhibiting factors in Law Enforcement Regulation Number 3 of
2010 concerning Waste Management are a) Factors of Law Enforcement Officials
namely constrained by a very limited number of law enforcement officers b)
Facilities / Facilities Factors namely the low use of technology in the form of CCTV
installations c) Community Factors and Culture, which is about the behavior of
people who throw garbage out of place, especially in rivers, is a habit in which they
think the river can carry waste to the open sea. In the Implementation of Law
Enforcement conducted by PPNS Satpol PP Surakarta City as the authorized
institution in Law Enforcement is assisted by Unit 5 (five) PPNS Korwas Surakarta
Police in accordance with the Regulation of the Head of the Indonesian National
Police No. 20 of 2010 concerning the Coordination, Supervision and Coaching of
Investigationsfor Civil Servant Investigators.
