Abstract

The purpose of this research is to examine and analyze the implementation of
the legislative function of the Parliament in the establishment of Surakarta City
Regulation period 2014-2019. To study and analyze the factors that inhibit the
implementation of legislative functions of the Parliament in the establishment of the
local regulation of Surakarta period 2014-2019.
The method of approach in writing is sociological juridical. The specification
of this research uses analytical descriptive. Data sources use primary data and
skunder data. Data collection techniques using interview and observation studies. To
analyze the data, researchers use qualitative descriptive analysis methods.
The implementation of legislation function conducted by the Surakarta City
legislator in the establishment of the District regulation Surakarta is not optimal. This
is evidenced by the lack of proposal/initiative of the draft regional regulation of
Surakarta city originating from the DPRD. In the year 2014-2019 from a number of
123 draft regional regulations of Surakarta, but proposed Myanmar proposed on the
initiative of the DPRD as many as 23 Myanmar, while the proposal of Myanmar of
the executive as much as 100 Myanmar. This is in contrast to the strengthening of the
legislative function of the DPRD contained in Law No. 23 of 2014 on local
government, Law No. 17 of 2014 on the MPR, DPR, DPD and DPRD stating that the
DPRD has a function of legislation that means the authority and main task is to form
local regulations. Factors that inhibit the implementation of legislation function of
the DPRD in the establishment of the regional regulation of the city of Surakarta
period 2014-2019 among them is the lack of competence of the DPRD members in
the Commission I (the field of government and law), facilities and infrastructure and
experiences owned by Members of the Parliament of Surakarta, resulting in a lack of
planning proposals, and the lack of members of parliament in absorbing.
