Abstract

Basic implementation delimitation contradiction which becomes a reference in implementing management and collecting physical data on sporadic land registration based on the provisions regarding land registration contained in Articles 17, 18, and 19, Government Regulation Number 24 of 1997 concerning land registration. The series of procedures governing land registration is intended to realize and guarantee legal certainty in land registration throughout the territory of the Republic of Indonesia as stipulated in Article 19 of the Basic Agrarian Law. Implementation of principles of delimitation contradiction is useful for providing physical data on land plots that have legal certainty and to prevent land disputes from occurring in the form of boundary dispute cases.

This research uses empirical juridical legal research methods and is linked to legal theories and legal principles through a type of approach that is descriptive. with the sample determination method carried out individually purposive The research materials used are primary legal materials, secondary legal materials using interview data collection methods, literature studies, and document studies. Using data analysis qualitative descriptive.

Basic implementation delimitation contradiction Based on data obtained, the number of sporadic land registration applications from 2022 to 2023 is 29,773 land parcels that have been processed by the Karang Anyar Regency land office. The absence of borderland owners in land measurement and mapping activities that have been sporadically registered at the Karang Anyar Regency land office is a problem in the implementation of the principle delimitation contradiction. Based on Article 19 PP no. 24 of 1997, the consent of the bordering land owner is not absolute. non-implementation of principles delimitation contradiction as a whole has implications for public complaints with a typology of boundary dispute cases in 2023, there are 9 complaints. All parties should implement the principles delimitation contradiction as a whole and the government is more aggressive in socializing the importance of implementing the principles delimitation contradiction in full. to provide legal certainty on land title certificates, especially regarding physical data on land plots.
