Abstract

The government issued Law Number 25 of 2009 and Law 8 of 2016 Law on Persons with Disabilities, in the context of services, fulfilling human rights and freedoms for persons with disabilities, efforts must be made in order to fulfill their rights by being able to organize public services inclusive and quality in accordance with the principles of public service delivery This research method uses normative and empirical research based on legal facts originating from the substance of laws and regulations, as well as empirical legal research based on the results of research and interviews at the Surakarta City State Land Agency office.
