Abstract

This research aims at knowing how much consumers undertand about their rights as it is in Undang Undang No 8

1999 about consumers' rights , and knowing whether through education consumers can effectively build justice based on Pancasila. This research is qualitative research. The data sources are consumers, producers, and business people. The data collecting technique is interview, observation, content analysis and focus group discussion. This research applied purposive sampling. The data validity applied method triangulation. The analysis technique applied interactive  analysis. This technique  comprises  data  collecting, data display, data reduction, verification and conclusion. The result of the research says that the consumers do not know about the consumers right protection which is guaranted by UPPK, and consumers education is only effectively conducted in the relation between business people and consumer in buying and selling process. Business people still state clause exoneration which is forbiden by UUPK so that law enforcement is needed.
