Abstract

Floods place multidimensional pressure on households, while women often carry substantial responsibilities for care, family continuity, and economic recovery. This community service program aimed to strengthen women’s capacity after flooding through participatory Islamic-law counseling and mentoring in Gampong Alur Gadeng, Birem Bayeun District, East Aceh Regency. The program involved 30 women and used five interconnected stages: initial observation and needs identification, Islamic-law counseling, focus group discussion, legal and social mentoring, and monitoring and evaluation. The materials covered women’s rights and obligations in Islam, post-disaster family resilience, family-law protection, sharia-based family economic strengthening, and family conflict resolution. Program records and participatory observations indicate improved understanding of women’s rights and responsibilities, stronger awareness of family resilience, increased ability to identify family problems and possible solutions, and the establishment of a village-level women’s discussion forum. The activity also created a safer space for participants to consult on family and social concerns. These findings suggest that contextual Islamic legal literacy, when combined with dialogue and mentoring, can support women’s agency and family resilience in post-disaster community recovery.
