However, not only in terms of business, Instagram is also able to provide a big influence in providing information to the wider community and providing effects from persuasive communication that comes from some of the content presented. Public opinion is a summary of individual opinions that accumulate on an issue in a debate between the public and influence the 7 groups of people. The public problems in question are problems that affect a group of people, not individuals. Instagram social media from the Surakarta City Environmental Service because there is information containing an invitation to the Solo community to participate in maintaining and preserving the environment in the city. And some informative posts about education about how important it is to maintain the surrounding environment to keep it clean, beautiful and comfortable. This study uses the theory of public opinion formation with descriptive qualitative methodology. the performance carried out by the Surakarta City Environmental Service is quite good and good in the eyes of the Surakarta City community. The social media of the Surakarta City Environmental Service in 2023 itself has developed quite a bit compared to previous years, providing new colors and formats for its content.
